Thus since the passing of Ordinance No 11 of 1870 this Government has restricted itself to allowing free Chinese Passengers to leave this Port in Mail Steamers and other Vessels on their complying with the provisions of the Chinese Passenger Act, 1850, and latterly with provisions of Ordinance No 8 of 1871. And this traffic has been limited to British Colonies, the United States of America (especially for San Francisco), and the places mentioned in Schedule A of Ordinance No 8 of 1871.

I have transmitted to Your Lordship in accordance with instructions by each English Mail Steamer a Return showing the number and destination of Free Passengers which have left the Colony during the previous fortnight, and I now enclose a List of such traffic from the beginning of this year.
